Homeowners ociation Question?

Hi yahoo family .. ok so here is the question /situation... my husband and I bought our first home and it is part of a neighborhood ociation.. well it to this day we haven't heard from the President or anyone else for that matter.. we occasionally walk the neighborhood to meet our fellow neighbors and all complain about the same thing over and over "the president of the ociation is never available " being that this position is a total volunteer position ..cant we ( the neighborhood) just elect another president? we have been waiting an waiting to have our neighborhood meeting and still nothing ...please help and we love our neighborhood and so do our neighbors we Just have a very poor president who seems to not care at all .. by the way ... the current president volunteered to do the job when it was handed over by the previous company that was running it.. nothing is up to date not even the covenant..I want to take the initial and get things in order but it want it done right ... anyone ever been in this position or situation before?
