Why do Conservatives blame the poor and Mexicans for the woes caused by the rich, Wall St., and Bush policies?

It would appear that dealing with the real cause of our problems might stop this from happening again. For instance, the gov't could have written a check for all of the subprime damage caused by those who shouldn't have owned a home. That is such a small percentage of the overall damage.
