My puppy get really aggressive! Help?

My puppy BlackJack is starting to get pretty aggressive at times when he's playing or if he's told to not do something or gets angry with me. He's now around 9 weeks old. When you're playing with him he bites really hard and you tell him no and push him away he comes back and just doesn't get the point. When I hold his muzzle and tell him no he gets mad and growls and snaps at me when I let him go. What can I do to train him out of this bad habit? There are no small children in my house but he snaps at and bites everyone very hard when he's playing with us (everyone is 16+). Giving him up isn't an option, he's just a baby, I know this is trainable I just don't know how to do so.
