I need to get my Degree Certificate attested but my certificate is laminated from the University. Help!?

Hi, I have a problem. I need to get my Degree Certificate attested but found out that it is laminated. Is there any way I can remove the lamination without damaging the certificate at all? I need to do the attestation in Delhi. I heard there is something called a wax attestation. Is this done in Delhi also? I know that it is possible to go to the university and apply for a duplicate certificate if it is lost or destroyed but this is a long proceedure of advertising in the newspaper and police reporting and so on. I am currently in Kuwait and need this certificate attested ASAP. Please advice.
